Below is an RFP we received from a small community hospital.  If you must use a Request for Proposoal, this is an excellent pro-type and provides much of the information consultants should have before preparing a proposal.  Recognize that good consultants will also make every effort to have a personal conversation with the organization before submitting a proposal.  Be leery of consultants that submit “boilerplate” proposals directly from RFP’s without contacting the organization.

 

 

REQUEST FOR PROPOSAL

 

Background Information:  XYZ is a private, non-profit hospital.  Located in central State, XYZ is the only hospital in ABC County (population 125,000).  Licensed for 150 beds, XYZ has a staff of 900 and is the fourth largest employer in the county.

 

XYZ’s Board of Directors is considering a capital project that includes:

  • A new outpatient center to consolidate all patient intake, patient reception and registration, imaging, pre-admission testing, endoscopy services and to provide a staging area for all mobile technology including MRI and cardiac catheterization
  • Additional patient rooms so that all patient rooms will be private
  • Expansion of Emergency Department
  • Additional parking

 

The estimated cost for the project is $16.5 million and construction may begin as early as late fall, 200X. Because of the debt capacity of the hospital, the $16.5 million renovation will require a minimum of $2.5 million to be raised through a capital campaign. We are seeking a consultant to conduct a capital campaign feasibility study to determine how much we can realistically expect to raise for this project.

 

XYZ does not undertake capital campaigns lightly.  The most recent campaign was conducted in 1989.  Over $4 million was raised and over $22 million was spent to expand and renovate the hospital.  In the past ten years, the renovation and a new management team have led the way to making XYZ a strong community hospital with a favorable image and a positive bottom line.  (A feasibility study in 1999 for a $2.5 million capital campaign for a new Emergency Department suggested that a campaign could raise $1.8 to $2.0 million.  The XYZ Board opted not to do a public campaign at that time.)

 

Because of potential project timing, we want to start on a feasibility study as soon as possible.  Our schedule is:

December 12, 200W – RFP issued.

January 9, 200X – Proposals due by close of business.

January 16, 200X – Interviewees selected and notified by telephone; other firms notified of decision by letter.

January 26-30 – Presentations

February 2 – Presenters notified of Selection Committee Decision by telephone.

April 30  – Presentation of feasibility study results to Selection Committee

May 25 -- Decision on capital campaign made by Hospital Board

May 26 – If approved by the Board, capital campaign begins.

 

Proposal Format and Requirements: Please address the following topics in order in a proposal of six pages or less.  You may submit additional information on your firm, but only the proposal itself will be submitted initially to the Selection Committee. Other material will be supplied at their request.

 

Firm Capabilities:

  • Services provided by your firm relative to a feasibility study and to a capital campaign. 
  • What other resources does your firm have available (either through other staff or affiliations with others)?
  • Experience of firm with similar projects (size, healthcare organization, size of community, etc.)

 

XYZ’s Feasibility Study:

  • Describe your feasibility study process.  Include the duties you perform and those you expect to be done by hospital staff or committee volunteers.
  • How do you determine who will be working with us in our campaign?  Do you know now who that individual(s) will be? 
  • What are your expectations of hospital development staff, CEO, and Board members during the feasibility study process?
  • What information and recommendations will be included in the Feasibility Study Report?
  • What will you charge to perform this feasibility study? Please include estimates of consultant travel and expenses.

 

Track Record and References:

  • Please list the campaigns you have completed in the past two years, the goal of each and the amount raised for each. (If this information will extend your proposal beyond the six-page limit, simply list as many projects as possible in the allotted space, focusing on those most similar to XYZ Hospital’s.)
  • For each hospital campaign completed in the past two years, please list the name, title and phone number of the senior staff person with whom you worked. 

·         Are you presently doing any other fundraising campaigns or consulting work in central State?  If so, where?

 

Staff Development

The position of president of our small foundation, which also serves as development director for the hospital, is currently vacant.  We are actively recruiting to fill the position and will consider hiring a person with strong executive, leadership and communication skills but no fundraising experience.  If we were to do this, how could you help us use the campaign period to help our director become an effective development professional?  What additional fees would be required?
